Fixed
A reply no longer blames Accessibility when Mail just has no window open. With Mail closed down to the menu bar,
apple_desktop_list_windowsrefused instead of listing none, and Mail's reply and forward read that refusal as a missing grant: nothing was written, and you were sent to toggle a permission that was already on. Listing an app with no windows now answers an empty list, so the reply goes ahead.
