Full Disk Access read as denied on every Mac running macOS 27, whether it was granted or not. Cupertino tells whether the grant is in place by asking whether one file that only Full Disk Access can open is readable, and on macOS 27 that file no longer exists. A missing file answered "no" either way, so the row said denied while every server's own diagnostics, reading their own stores, said granted — and it sent people off to grant a permission they already had.
A file that is not there proves nothing about permission. When it is gone, Cupertino now asks the same question of the first Mail, Messages, Safari, Notes or Calendar store on the Mac, each of which has been measured as unreadable without the grant.
